Gov. Ed Rendell signed a death warrant for Kevin Brian Dowling on Friday, almost 10 years after Dowling killed a Spring Grove shop owner to keep her from testifying against him.
Dowling, 48, an inmate at Graterford state prison, is scheduled to die by lethal injection on Feb. 27. He has been on death row since December 1998, after he was convicted of the 1997 murder of Spring Grove art gallery owner Jennifer Myers.
An attorney for Dowling could not be reached for comment Monday morning. Neither could a spokesperson for Rendell or York County District Attorney Stan Rebert.
Dowling was convicted of fatally shooting Myers in the head and chest at her Gray Fox Gallery in Spring Grove Oct. 20, 1997, two days before she was scheduled to testify against him in a robbery trial.
The robbery: Myers, who lived in Paradise Township, had identified Dowling as the man who robbed and tried to rape her at her old Tailfeather's gallery in West Manchester Township in 1996.
Four months after Dowling robbed her store, Myers spotted him working at a gas station in Hanover and called police.
Police charged Dowling with robbery and indecent assault, but before Myers could testify against Dowling she was found dead in her new Spring Grove shop.
During the investigation into Myers' murder, Dowling gave police an alibi tape he made of himself fishing the
day Myers was killed. But experts discredited the tape, and Dowling later told police that he had been in a Harrisburg strip bar when Myers was murdered.
Sentencing: Dowling was eventually sentenced to nine to 18 years in prison for the robbery of Myers' gallery in 1996. He was convicted of her murder in 1998 and sentenced to die a month later.
He appealed the decision to the Pennsylvania Supreme Court claiming prosecutors prejudiced him in the eyes of the jury by arguing he killed Myers to keep her from testifying against him in the robbery trail.
But the state's high court ruled in 2005 that the Dowling's appeal had no merit and upheld his capital murder conviction.
Dowling is one of seven people sentenced to death in York County who are currently on death row.
In addition to Dowling, Rendell also signed death warrants Friday for two Greene state prison inmates, Landon May and David Chmiel, each scheduled to be executed in March.

It is currently January 13th, 2010, and I wonder if Kevin Dowling has been executed yet. I went to grade school with Mr. Dowling, and actually sat next to him one year. I have also seen the episode about him as portrayed on 'Forensic Files'. As a child, classmates made fun of him. He was sort of a misfit. It's a shame that his life took the turn that it did, because I also remember him to be quite intelligent.

I'm from Spain and I've just seen the episode about Dowling on Forensic Files, which was aired last night here in Spain.
I googled "Spring Grove Jennifer Myers" and it lead me to this blog.
As far as I Know the gun never was found.
I saw the story on an episode of the show "Solved" on the ID channel. After watching the show, it was apparent to me that this dude was guilty of both crimes. I did some research because I grew up near the area, and I found some interesting information. This guy is claiming he was set up and framed. I actually read his side of the story on a website dealing with the wrongly convicted. Dowling has a explanation for everything. It makes you think, but one item never explained is why he wrote the letter asking the victim for leinency and forgiveness. He didn't deny the attack, just said he didn't remember due to a head injury.
I worked for Kevin Dowling for several years prior to his arrest for this crime. He was pure evil. I told people back then that they would see it some day, and I was right. I have no doubt whatsoever that this man is guilty. He is a true psychopath.
I was married to Kevin at the time of Mrs. Myers murder. I have no doubts that Kevin indeed committed the unspeakable crimes he has been accussed of! I feel they should most definitely enforce the death penalty when it is a case such as this, all evidence points to one person-Kevin. Why does he get so many rights? He most certainly did not give Mrs. Myers her rights that day!!! Execute him!!! The closer it would bring to so many people would be a relief. and as far as "cruel and painful" reread what this man did to her...lethal injection is calm compared to what he did to her! I was a sales rep for a credit card processing company during that time and had cold called on Jennifer Myers. She was a beautiful and sweet woman,had just opened her gallery and ended up confiding in me about this horrific episode and told me that she feared for her life. I was so taken back and worried about her She was so sweet and bought a system from me and just days later I showed up to train her and there were the yellow police tapes around the shop... I was sick, horrified and shocked..felt her violation. Why did this happen? Where was the protection? Later it was in the paper that this disgusting excuse for a man filmed himself on a lake with his son to try to provide an alibi.

Did he think he could get away with it??? With the advent of modern forensics any criminal with leave a trail of cluses, however small.

As is well known the justice system is far from perfect. There have been many, many death penalty verdicts overturned due to new DNA technology applied to old cases.

I agree that in older cases where DNA was not available or limited - cases should be review but in this case, there is nothing else to prove, he is guilty and should pay with his life for all the wrong doing.

It's funny that this guy wants everyone's sympathy. When he was in the position where he could have shown sympathy for a helpless innocent woman, he looked her in the eyes and blew her away. I wish that murderers were executed in the same way as their victims. That would be justice in its purity.

First, let's be clear, Kevin Dowling is guilty of murdering Jennifer Myers and he did it to prevent her testimony; there is no question about this. I have read all the comments and for me it is interesting. I supported the death penalty in my younger years but no longer do. The Penn & Teller Bu**sh** episode about the death penalty is compelling and it is also true that many death row convictions are overturned on a regular basis with modern technology, especially DNA evidence. For those who support the death penalty, please consider there are many overzealous prosecutors who are perhaps just as criminal as their victims. These prosecutors and their cohorts in (so-called) law enforcement will knowingly and with calculated deception, pursue false and contrived streams of evidence to achieve their conviction rates. Besides, killing is just wrong and some consistency in our beliefs is in order.

I have just see the story about Jennifer Myers and Kevin Dowling on a channel here in the UK. I am normally against the death penalty, but in this case, I can make an exception. I lived in Allentown at the time, and I left the USA in 2002.
How can this murdering wanker still be alive SIXTEEN YEARS LATER?!? For crying out loud. That's not justice... it's lethargic!
I've lived in Harrisburg shortly after the crime occurred and then lived in York for a few years before moving to Maryland. I was shocked seeing this ID episode, since I know the area(s) well: I've hiked at the place where Dowling staged his alibi, and I've driven past the adult bar/strip club in Harrisburg that Dowling eventually claimed he had visited. So it was surreal to unexpectedly see it all on TV. // Sure, the death penalty has some flaws, especially where people have been jailed unfairly. In those cases where evidence has been ambiguous, there is concern about sentencing someone to death. I don't think that is the case here. The various layers of deceit here for Kevin are damning, tbh. His story kept changing throughout the case, to whatever was most convenient at the time; he was trapped in numerous lies; and the fact the "alibi" existed at all was remarkable and suspicious. Even his letter asking Jennifer for forgiveness isn't actually contrite; it smacks of self-interest, first claiming that he didn't "remember the crime" and offering many reasons for why he SHOULDN'T be blamed for it, then tries to justify forgiveness by talking about what a good person he is. Even not knowing of what crime he might have been accused, it would have triggered "red flags" in terms of sincerity. Even the man's wife testified against him, countered some of his lies, and she knew him best. It really seems like the only miscarriage of justice here is not carrying out the sentence that a jury of his peers selected for him. It's difficult to see him now pretending to be the victim of the system, but it's not unexpected considering the letter he wrote to Jennifer before killing her.
I live in RSA and there is NO doubt that ever since our Death Penalty was abolished back in 1994, the crime rates have spiralled out of control. Our violent-crime stats are in the top 3 worldwide. Rape and child molestation and/or murder IS the highest in the world. For a population of almost 50million, this is terrifying. I have NO doubt whatsoever that the death penalty IS a deterrent.
When talking about guilt, motive is the most important issue. Killer without a motive is just seriously ill. As for punishment, the most important task is to protect the public. Revenge does not heel the wounds of the victims.
If it costs more monney to keep a person on death row we should execute them quicker.
I have studied psychopaths for some years now. I have met and interviewed many psychopaths in prisons and secure psychiatric units here in the UK and in Australia. I have looked at a lot of the evidence against Mr. Dowling and many of the statements made by the man. It is my opinion that Dowling is a narcissistic psychopath. I believe he had seen Mrs. Myers sometime before he sexually assaulted her and began to fantasise about raping her. I am convinced he entered her shop with intending to rape her. I also believe that it is far more than likely that Dowling had committed acts of sexual assault and rape before he launched his attack on Mrs. Myers. I do not believe he was committing a spur of the moment robbery on a randomly selected target. I think he more than likely stalked Mrs. Myers for some days before his attack. I am convinced that he meant to rape her and that that was intent before he ever entered her shop. Everything about this mans profile tells me that, should he ever be released he would continue to prove a threat to women. This man really does believe that he will eventually prevail over the justice system that has imprisoned him and sentenced him to death. I know that psychopaths that fit Dowlings profile get a genuine thrill from reliving aspects of their crimes and whenever they can convince a person or persons of their innocence they get a huge thrill, sometimes labelled 'dupers delight'! I am firmly of the opinion that he deserves the death penalty and I believe that he will meet his appointment with the justly imposed lethal injection. There is no treatment for psychopathy. Psychopaths of Dowlings ilk are what our ancestors would simply have called evil. I confidently predict that this man will weep in the death chamber and will approach his just deserts in a snivelling and pathetic manner! I don't take pleasure in the death of any human being, but I do think I shall smoke a cigar when I know this creature has departed for hell!
The horrific things that people do makes me sick. I study the psychology of sociopaths trying to understand, yet know that there is something that is missing and will never have an insight to the ability to not care for a fellow human being. That being said, I have been on both sides of the death penalty debate, since I used to believe in an eye for an eye thing, and all the other arguments in favor of it. I changed my mind, not necessarily because I believe in the arguments against it, although they do have merit also, but because of what I have read about the psychological effect that it has on the people having to perform the execution. I know many of you comment on how it should be done, and many say they would push the plunger in themselves, yet I wonder how many would actually be able to look somebody in the eye and watch their last breath without feeling, or with a feeling of justice.

Amen. This guy could only be irredeemably evil to have committed these two crimes. Either of them, by itself, would have been terrible enough, but to get caught for being a burglar---a wake up call for most normal people, I would think, & then instead of responding with remorse and contrition, this loser ups the ante to murder to cover his misdeeds & prevent Ms Myers from testifying (all while playing the martyr being framed for a burglary he didn't commit). God love her for having the courage to stand up to this bully in the first place in having him charged and agreeing to testify against him in open court. I have just now in the year of 2017, month of February, seen this same episode of forensic files. I was curious myself to know if Mr Dowling had been executed. Not because I wanted him to die from hatred, but because I can't imagine throwing your life away for nine years. I wonder what drives mankind in all situations. The effort put forth in his situation to cover up a robbery, by murdering a working class women? He wasn't a stupid mule by any means. It doesn't make any sense. But then again, it makes absolute sense. Disparity is an incredible manipulator. What could have been settled by admittion to guilt, and serving a possible 9 years to robbery. The murder victim identified Dowling as the suspect in a robbery/attempted rape that occured a year earlier in a chance sighting at a gas station, if he didnt do it i understand his actions, not a good choice but if he was falsley accused and felt he was going to lose everything he did what he had to do, there are a lot of overzealous prosecuters wthat just want a conviction at any cost.

After watching reruns on the old show Forensic Files and was just wondering. Dowling knew he was going to return to the lake to finish filming his faux fishing trip. If I were him I would have kept the gun with me and then dropped the gun in the lake. There are some amazing Youtube videos of folks retrieving WWII relics from lakes with powerful magnets. It was never mentioned specifically in the Forensic File show if they searched with lake for murder weapon or what methods they used.
Also it was mentioned that the lake was a 45 minute drive from the gallery where the victim was murdered. He could have tossed it out the window at any time.

I just watched this episode of American Monster and my blood ran cold. I dated Kevin while I was in college and then lost touch. He was not thrilled with my breaking up with him and kept asking if someone had told me lies about him. They hadn't... I just wasn't feeling it... but he was later fired from his job on my college campus under allegations of harassment of the women he was supervising. Fortunately for me I didn't see him again after he left the position. I found him to be pushy and a little off but I could never have anticipated this level of violence would emerge. I'm sad and shaken at this revelation that came to me on a random afternoon, sitting down to watch television. I will pray for his victim and his children.
I dated Kevin in the 80s and he was very odd even then. There were workplace misconduct allegations that resulted in his losing his job as a Security guard. I hope you weren't one of those women.

I am puzzled the investigators failed to see this coming and offer her protection after she agreed to testify against him! All the while, this monster was free to travel anywhere anytime. If you're in favor of the death penalty, you must also recognize and be OK with innocent people falling through the cracks and executed. Justice is blind, so not always 100% accurate.

I have just seen the story about Jennifer Myers and Kevin Dowling on TV in Hungary. It is a very strange and shocking case. One thing immediately came to my mind as I was watching the documentary - this crime had not been the first in his life. Maybe he operated in various states in the USA and he had raped women. He was a friendly husband and father and he had an alternate, hidden personality, too. Unfortunately, several personalities can share one body. His main personality needed a trusting relationship with his loving family. Otherwise he was a predator. Sadly, the film did not mention his motives... Sometimes motives are personal, some people may even have more than one motive to commit a crime. What was his motive when he went to the shop and trying to rape her???? Understanding the reason why he commited the whole crime is essential. But I am sure he always manipulated his wife. And when his evil personality lost of its anonymity he felt in trouble. He started behaving as a child who did not want to get up and eat. He showed up his infantility when he started losing his game.

What weak people. Believing one phony story after another. His videotape was proven bogus so he changed his story to being at a strip club with Sassy. When Sassy can't be found he blames someone. He reads a letter he created to the victim of his original crime, again he blames someone. His proof of having a photo where he was wearing the same shirt was proven bogus. They found the photo but he was wearing a different shirt. Again he blames someone.
This man got horny. Instead of just knocking one out or paying Sassy a visit for real, decides to attempt a rape of a random woman. As a result of his being horny one afternoon, he is now awaiting his execution. Sassy would have been alot cheaper. Not sure though if she'd have been safer.

I was a juror on a double homicide robbery case same time as O.J.trial. We gave him the death sentence and he still is on Death Row. Don't understand why it takes so long to actually execute these evil unhuman individuals.
It cost more tax money to execute, than to keep in prison.
As of February 2020, he is still on death row.

Erwin - I was impressed w/info "American Monster" presented, that Mr. Dowling wrongly accused of rape. These "voice IDs" backed up with instant visual imprint of "suspect" immediately upon being shown to victim have wrongly imprisoned many. Other info since surfaced showed Police knew rape perp was right handed as Mrs. Myers said he had gun in right hand, dropped gun, and then picked up gun with right hand. Mr. Dowling left handed and not the rape perp. As far as the murder charge, MAYBE Dowling perp as everyone had abandoned him and faced with death or life in prison at best for crime he did not commit. What would you do?? So folks, what you've ended up here with is $HITLOAD OF PUBLIC MONEY thrown away with vicious rape perp still on loose, two families torn apart due to shoddy investigations, and with promotions around to protect the incompetent and their shoddy investigations. Least Governor could do at this point is order State Police do new investigations in competent manner, and if Mr. Dowling innocent of initial rape charge, disregard all happenings AFTER State threatened him with death or loss of life as he knew it. After all...what would Governor have done after State threatened himself with death or loss of life as he knew it? Give Mr. Dowling a Pardon and free Penn. Yes that cause we allow people to appeal so many times than they sit on DR for years, if there is 100% that the person is guilty either by dna, confession then the should have 3 appeals and a minimum of 5-6 years on DR before executing if their is any doubt than life in prison w/o parole i do support the death penalty in certain cases

Looks they're about to play double or nothing as he has received a new trial. Hopefully he is convicted again and gets a bullet to the head out back the courthouse.
I hope he is acquitted, there is more than reasonable doubt in both cases. To many glaring descrepancies to expand on but briefly; public defender means no defense, police and prosecutors are more concerned with a conviction and to show how clever they are than truth or Justice, and you are all stupid and sadly are representative of juries
