ONLY one word to describe this "protocol: GHOULISH.
It describes nothing, names a wrong drug (sodium pentathol instead of Thiopental) and spends more space 0n paper work than on the dirty work
Giving high titles like Lord High Executioner to the "team captain" makes a mockery of a serious business.
Note that they do sanitize the injection site by sticking in a needle, and still calls for a cut-down procedure à la Demps to still botch .
