For the United States government and the Mexican government to enter into an immediate international executive agreement settling this matter



As I suggested before the only effective thing to be done would be for the United States government and the Mexican government to enter into an immediate international executive agreement settling this matter, then for either one or both governments to seek the enforcement of this agreement in a United States federal court.

The US Supreme Court would uphold that international executive agreement against Texas on the basis of the Belmont and Pink cases. fab.
