"When does the statute of limitations begin to run on a 42 U.S.C. sec. 1983 challenge to a lethal-injection protocol?"

Over the dissent of six active judges, the U.S. Court of Appeals for the Sixth Circuit denies rehearing en banc to decide "When does the statute of limitations begin to run on a 42 U.S.C. sec. 1983 challenge to a lethal-injection protocol?" The order notes the recusal of one of that court's fourteen active judges, meaning that only seven votes were needed to grant rehearing en banc.
