RALEIGH (AP) -- The death penalty hasn't been a big issue in a gubernatorial campaign for many years because major-party candidates generally favored capital punishment.

But candidates next year may have to discuss it.
That's because the legal debate over the fairness of lethal injection and the role doctors should play in an execution has brought the death penalty front and center in recent years.

Just last week, the Council of State -- comprised of 10 statewide elected officials -- had to vote on a new procedure for executions.
