A botched lethal injection that left Angel Diaz in pain and gasping for 34 minutes before dying last December has led Florida to commission a reassessment of the process. A New Jersey commission also recommended abolishing the death penalty for failing "standards of decency" and a federal judge ordered California executions halted for not conforming to the US Constitution's "cruel and unusual" clause. Growing refusal of health providers to take part in executions also contributed to last year's 53 US executions being the fewest in 10 years.
